He with collaboration with the DISCOVERY channel and network decided to race against a great white shark. The shark belonged to South Africa and phelps of course USA.
Shark managed to defeat him and won GOLD,whereas PHELPS was just 2sec behind the shark.
No safety harness was planted between him and the shark but rather the shark and him were filmed at different times and the video was joined and stitched together to looks as if they both are swimming at same time.
Phelps in an interview with JIMMY FALLON said that he always wanted to race with a shark without cage , he even told that he had many encounters with the shark .
